The Bilateral Chamber of Commerce Bulgaria Romania (BCCBR) participated in a high-level working meeting convened by the Bulgarian Ministry of Economy, Investments and Industry, at the invitation of our partner KRIB (Confederation of Employers and Industrialists in Bulgaria). The meeting was chaired by Deputy Prime Minister and Minister of Economy, Investments and Industry, Mr. Alexander Pulev, and was attended by representatives of bilateral trade chambers operating in Bulgaria, as well as Deputy Ministers Mihaela Karadimova and Krasimir Yakimov.
Government Reforms Presented
Deputy Prime Minister Pulev presented the government's key investment policy reforms and the concrete mechanisms currently being implemented to strengthen Bulgaria's position as a competitive destination for strategic investment. The main points presented included:
▸ The creation of a new Investment Promotion Coordination Council, which brings together all relevant ministries, agencies and institutions to provide coordinated, one-stop support for strategic investment projects in Bulgaria.
▸ The establishment of a Central Coordination Unit at the Council of Ministers, a new mechanism modelled on European best practices, designed to streamline and accelerate administrative processes for projects requiring approvals and permits from multiple ministries.
▸ The commitment to accelerated and priority administrative services for all strategic investors, particularly those in high value-added manufacturing and production sectors.
▸ The development of a new Public-Private Partnership Law, built on best European practices and developed in partnership with the European Bank for Reconstruction and Development (EBRD), aimed at creating a modern and predictable framework for large-scale investment projects — an area where Bulgaria currently lacks an effective legislative framework.
▸ A commitment to reducing administrative burden and eliminating excessive regulation as a structural priority of the government's investment agenda.
An Open Door for Business
Deputy Prime Minister Pulev underscored the government's commitment to maintaining an ongoing, open dialogue with the business community: "We want regular meetings to feel the pulse of industry and business. We will maintain this dialogue and our door will always be open." Representatives of the bilateral chambers expressed their readiness to be active partners in improving Bulgaria's investment climate and in promoting the country as a strategic investment destination.

Structured, direct dialogue — where institutional priorities meet real business needs — is the foundation of a competitive and predictable business environment.
